After a few changes in the registry I could see them and once I set the CPU minimum to 50% even on battery the issue went away. Apparently Microsoft doesn't make them visible by default. When I first when into power options the ususal CPU threshold settings were missing. Then I looked at some of the CPU throttling settings. In the end I updated the Surface firmware and let it charge to 100% (after they brought me the charger). I would also install the Microsoft Surface Diagnostic toolkit then run the updates and hardware diagnostics from there. The first thing I would check is the power settings, CPU is likely to be throttled when the power supply is not connected. Connected to the docking station it happily runs 3 screen with multiple Citrix sessions, multiple RDP sessions, 2 browsers (firefox and Edge\chrome), and 2 email clients plus assorted Office suite programs. I am running exactly the same hardware and OS version with no problems. I tried a wired usb mouse without the cover keyboard attached and still did it. If I use only the touchscreen I don't get any lag or stutters.

The only way I can get it to stop is to disconnect the keyboard cover and any external mouse. Checked the internal temp for the cpu and it's running at a cool 33-40cĦ. Watched task manager and resource monitor to see if the cpu, memory, or drive showed any odd spikes. It doesn't matter if I use the trackpad on the cover, a wireless mouse, or usb wired mouse it still happens.Ĥ.
